  • Sébastien Uwimbabazi, a brigadier general of the Rwandan Democratic Forces for the Liberation of Rwanda (FDLR) stationed in Rutshuru;
  • Gustave Kubwayo, also known as « Sirkoof », commander of the FDLR-FOCA faction and head of the Commando de Recherche et d’Action en Profondeur (CRAP), accused of targeting civilians, kidnapping for ransom, and illegal exploitation of natural resources;
  • Muhammed Lumisa, commander and medical officer responsible for external logistics of the Allied Democratic Forces (ADF), an armed group of Ugandan origin;
  • Charles Sematama, military commander of the Twirwaneho group, active in the South Kivu highlands, accused of human rights abuses against civilians since its formation between 2008 and 2010.

The two entities added to the sanctions list are the AFC, founded in 2023, and Twirwaneho.
