Moscow has appointed a new diplomatic representative to the Republic of Benin. Through a presidential decree issued on July 21, 2026, President Vladimir Poutine named Mikhail Alekseyevich Golovanov as the new ambassadeur extraordinaire et plénipotentiaire to Cotonou. He replaces Igor Evdokimov, who served in Benin for nearly nine years.
A seasoned diplomat takes the helm in Cotonou
Mikhail Golovanov brings extensive experience in African affairs to his new role. A graduate of Moscow State Institute of International Relations (MGIMO) in 1982, he has dedicated most of his career to the continent, serving in key diplomatic posts across multiple nations.
Before his appointment to Benin, Golovanov served as Russia’s ambassador to Djibouti while also holding non-resident accreditation for Somalia. His diplomatic career includes postings in Madagascar, the Republic of the Congo, and Côte d’Ivoire, where he developed deep expertise in African political and economic landscapes. Elevated to the rank of ambassadeur extraordinaire et plénipotentiaire in 2022, he arrives in Cotonou equipped with a wealth of regional knowledge.
Strengthening ties between Russia and Benin
This diplomatic reshuffle aligns with a broader Kremlin strategy to revitalize and expand Moscow’s partnerships with African states.
