The Green Social Democratic Party (PSDV) has closely observed the recent announcement concerning the upcoming inclusive national political dialogue in the Democratic Republic of Congo. The party applauds the Head of State’s declared intention to engage in consultations with all social and political forces across the nation.
This initiative is seen as a crucial step towards strengthening national cohesion, promoting collective deliberation essential for safeguarding the sovereignty and territorial integrity of the country. These vital aspects are currently under severe threat due to the ongoing Rwandan aggression against the DRC.
The PSDV emphasizes that this forum must not overlook the fundamental origin of the current crisis: the unjust aggression suffered by our nation.
To ensure the dialogue’s success and effectiveness, the PSDV has put forth the following recommendations, serving as proposed terms of reference for the discussions:
The objective
While acknowledging other significant internal political matters, this grand consultation should primarily focus on the establishment of a broad patriotic bloc to counter the aggression against our country.
The location
The dialogue must convene exclusively within the national territory of the Democratic Republic of Congo.
Participation
The Green Social Democratic Party reaffirms its commitment to the principle of inclusivity, provided it adheres to realistic and structured participation modalities that align with the DRC’s international obligations.
Internally, the dialogue should include representatives from the political majority, the unarmed opposition, and civil society, with additional political figures also invited.
Regarding armed opposition groups, the PSDV advocates for their continued engagement in ongoing discussions with government representatives outside the country. These specific negotiations should aim for the strict implementation of commitments made under the Doha process (disarmament, demobilization, and reintegration of armed groups) and the Washington agreement. This is without prejudice to the effective enforcement of binding obligations stemming from UN Security Council Resolution 2773, which serves as an essential roadmap for a lasting resolution to the conflict.
Moderation
Given the national scope of this dialogue, the Green Social Democratic Party believes it is imperative for the Head of State to assume a leading role in overseeing the proceedings. In his capacity as the nation’s representative and the embodiment of national unity, a prerogative granted by Article 69 of the Constitution, he is uniquely positioned for this role.
Consequently, the President should designate an individual who commands sufficient credibility among all dialogue stakeholders to act as facilitator. This facilitator will receive support from representatives of various religious denominations, including Catholic, Protestant, Kimbanguist, Muslim, and the Revival Church of Congo, for specific tasks.
Observation
The presence of observers from the African Union and the United Nations is essential due to their direct involvement in the process of resolving the crisis caused by the aggression.
Indeed, certain conclusions reached during the dialogue will be presented to these international institutions for advocacy, particularly to secure the effective implementation of United Nations Security Council Resolution 2773.
In light of these considerations, the Green Social Democratic Party reaffirms its readiness to contribute to the dialogue’s success and reiterates its unwavering commitment to restoring territorial integrity and the sacred defense of the homeland.
