On May 21, a comprehensive human rights awareness campaign kicked off at the central police station in Koumra, designed to embed respect for human dignity and accountability at the core of Chad’s defense and security forces.

Reinforcing accountability and ethical standards

The initiative, led by the United Nations High Commissioner for Human Rights (OHCHR) and the United Nations Development Programme (UNDP), targets military personnel, gendarmes, police officers, and members of the National and Nomadic Guard of Chad (GNNT). Training sessions are being held across multiple barracks to ensure widespread participation.

The primary goal is to eliminate systemic abuse, dismantle cycles of impunity, and rebuild public trust in security institutions. By equipping officers with the tools to uphold human rights and address gender-based violence (GBV), the program seeks to foster a culture where defenders of the law also become champions of fundamental freedoms.

Transforming institutional culture through education

Beyond legal reminders, this campaign aims to overhaul institutional mindsets. Over two days, UN experts and senior military leaders will engage in intensive, interactive sessions with security personnel. The agenda includes legal frameworks, real-world case studies, and open discussions on operational challenges—all aimed at embedding ethical conduct into daily practice.

Participants, including gendarmes, will also receive specialized training on the Gendarmerie’s Code of Ethics, ensuring alignment with international human rights standards. The program’s interactive format encourages frank dialogue, allowing officers to confront difficult realities while reinforcing their role as protectors of justice.

From training to lasting change

While the workshops provide critical knowledge, their success hinges on turning theory into practice. Chad’s security forces are now tasked with internalizing these principles, ensuring that every interaction with civilians reflects the highest standards of dignity and fairness. Such efforts mark a pivotal step toward an army that not only defends the nation but also safeguards the rights of its people.
