The Gabonese government has initiated budgetary conferences in Libreville to shape the 2027 Finance Bill, marking a critical phase in national fiscal planning.

These sessions, governed by Circular No. 000245/PR/SG of March 31, 2026, unfold in two distinct stages. The first, a ministerial phase, runs from July 14 to 17, while the second, a technical phase, takes place from July 20 to 24 within sectoral ministries.

During the technical phase, key stakeholders—including ministry program managers, state operators, and officials from the Budget Directorate and the General Commissariat for Planning and Development—will assess revenue projections, evaluate expenditure sustainability, and identify public administration financing needs.

The conferences aim to foster a budget that is transparent, realistic, and fiscally sustainable, aligning with the government’s push for improved public resource mobilization and spending efficiency. These discussions draw on the 2026-2030 National Growth and Development Plan, insights from the June 27 budget orientation debate, and outcomes from the January 22, 2026, CEMAC extraordinary heads-of-state conference in Brazzaville.

The process also reflects priorities outlined by President Brice Clotaire Oligui Nguema during his June 15, 2026, State of the Nation address to Parliament.

For 2026, the revised state budget stands at 5.4952 trillion CFA francs, down from the initial 6.3582 trillion CFA francs, a reduction of 862.9 billion CFA francs. This adjustment responds to constrained economic conditions and a focus on fiscal discipline.

The 2026 budget prioritizes infrastructure investments, social policies, and public finance consolidation amid economic and institutional transitions.

Thierry Minko, Minister of Economy, emphasized that the 2027 budget proposals must align with the 2027-2029 macroeconomic and fiscal framework while supporting national priorities.
