Under the leadership of Dr. Souleymane DIARRASSOUBA, Minister of Planning and Development, a high-level national workshop convened in Abidjan to validate the study for Côte d’Ivoire’s first-ever National Territorial Development Framework (SNAT CI-2045). The gathering brought together key stakeholders including government institutions, prefectural leaders, local authorities, technical and financial partners, public administrations, private sector representatives, civil society, academics, experts, and media professionals.
The validation milestone marks the imminent adoption of a landmark national planning reference document for Côte d’Ivoire. Once implemented, the SNAT CI-2045 will provide a unified framework to guide both public and private sector investments, enhance policy efficiency, and promote balanced regional development across the country.
This initiative aligns with President Alassane Ouattara’s strategic vision to strengthen Côte d’Ivoire’s national planning mechanisms, ensuring the nation is equipped to navigate economic, social, and environmental transformations with resilience and cohesion.
Territorial planning stands at the heart of this vision. It enables a more equitable distribution of resources, unlocks the unique potential of each region, and ensures alignment between development policies to maximize collective progress.
The SNAT CI-2045 will serve as the long-term spatial development blueprint for Côte d’Ivoire. It will define strategic investment zones, harmonize state interventions, and empower local governments by assigning specific developmental roles to each territory based on its strengths and needs.
« The 2026–2030 National Development Plan (PND) sets the country’s medium-term priorities. The SNAT CI-2045 translates these priorities into a territorial roadmap for the long term and will serve as the foundation for future National Development Plans. Together, these frameworks ensure coherent public action across the entire territory. The validated strategy emerged from a rigorous, multi-scale consultation process that combined scientific analysis with broad-based participation. It addresses critical national challenges: closing regional disparities, managing rapid urbanization, boosting territorial competitiveness, strengthening local governance, safeguarding natural resources, and deepening regional integration.
The SNAT CI-2045 embodies a bold vision for Côte d’Ivoire—a nation of resilient, competitive regions where shared prosperity prevails. Its five strategic pillars include: fostering balanced territorial growth, optimizing urban and rural networks, reinforcing territorial governance, cultivating a high-performance and inclusive economy, and accelerating climate resilience.
Following the workshop, the draft framework will be submitted to the Government for review, after which it will proceed to Parliament for adoption into law. Upon finalization, Côte d’Ivoire will possess its first comprehensive national territorial planning reference, guiding state actions to channel investments toward areas where they deliver the greatest impact and drive balanced national development.
