The transformation of Niger’s public administration has reached a new and significant milestone. During its first ordinary session of 2026, the Conseil consultatif de la Refondation (CCR) dedicated extensive discussions to the ongoing reforms in state human resources management. Aïssatou Abdoulaye Tondi, the Minister of Public Service, Labor, and Employment, presented a comprehensive update on the key initiatives spearheaded by her ministry.

The presentations, delivered to the Council members under the chairmanship of Dr. Mamoudou Harouna Djingarey, focused on strategic projects designed to enhance the Nigerien administration’s efficiency, fairness, and its capacity to meet the demands of the Refondation agenda.

A comprehensive overhaul of public administration

During the discussions, the minister elaborated on the measures being implemented to restructure the state’s employee management system. These reforms encompass several critical areas, including the harmonization of the public service, optimization of human resources management, modernization of administrative services, and the development of national policies pertaining to labor and employment.

These strategic directions underscore the authorities’ commitment to forging an administration capable of more effectively meeting citizen expectations while ensuring superior governance of human capital.

Digitalization as a core transformation pillar

A cornerstone of this reform initiative is the extensive digitalization of administrative processes. The minister highlighted the significant advancements made in deploying the Système intégré de gestion des ressources humaines de l’État et de la paie (SIGRHEP), an innovative tool designed to centralize and secure the administrative management of public employees.

Initial results demonstrate considerable progress. To date, over 16,500 civil servant files have been successfully digitized, and an additional 23,000 files have undergone thorough updates. Concurrently, several specialized business applications have been developed to further enhance the efficiency of administrative services.

Ultimately, SIGRHEP is projected to provide integrated human resources and payroll management for nearly 200,000 public servants. The system will also support the work of at least 150 human resources and payroll managers stationed across the entire national territory.

Statutory reforms and performance enhancement tools

Beyond the digital transformation, the ministry also provided an overview of several institutional reforms launched in recent months. Key achievements include the adoption of new legal frameworks governing the general status of the public service, the introduction of individual performance evaluation mechanisms, and the implementation of a strategy for redeploying state agents to areas affected by post-crisis situations.

Furthermore, the ministerial department has continued to organize professional examinations, conduct direct recruitments, and meticulously monitor the administrative careers of thousands of civil servants.

The Council examines reform challenges

The various communications sparked lively exchanges between members of the Conseil consultatif de la Refondation and government representatives. Debates primarily centered on the inherent challenges of modernizing the administration, optimizing human resources management, and refining employment policies.

Following this productive working session, the Council members unanimously adopted a motion of commendation for the government officials who presented the reform progress.

Through these multifaceted undertakings, Nigerien authorities are committed to leveraging administrative modernization as a crucial driver to elevate the quality of public service, reinforce state effectiveness, and achieve the broader objectives outlined within the Refondation framework.
