Relations between the Kingdom of Morocco and the Republic of Benin have reached a new milestone, marked by the signing of 14 strategic agreements in Cotonou. This landmark event, held on July 21, 2026, reflects the shared commitment of both nations to deepen cooperation across multiple sectors, fostering solidarity, efficiency, and mutual growth.
Justice, security, and legal sovereignty
A core focus of this seventh bilateral session was security and judicial cooperation. Three pivotal conventions were ratified to tackle cross-border crime and streamline the legal process: mutual legal assistance in criminal matters, extradition, and the transfer of sentenced persons. These agreements are complemented by a dedicated security cooperation accord, which includes a financial protocol for civil protection, alongside updated joint action plans in the justice sector. The aim is to establish a robust institutional framework that ensures stability and safeguards the rights of citizens in both countries.
Investing in human capital and productive sectors
Education, vocational training, and youth development also featured prominently in the bilateral roadmap. An existing framework agreement for academic scholarships, internships, and expertise sharing has been extended through 2029, alongside a vocational training convention. Higher education, scientific research, and innovation now benefit from strengthened ties, reinforced by a memorandum of understanding focused on sports and athletic training.
Economic, environmental, and sector-specific cooperation saw significant progress as well. A mutual administrative assistance agreement in customs matters was finalized, alongside a protocol on food safety cooperation. The tourism and environmental sectors were not overlooked, with a partnership convention for joint tourism promotion and a memorandum of understanding dedicated to ecological transition and sustainable development.
These structural agreements underscore the vitality of the Rabat-Cotonou axis and lay the groundwork for enhanced regional integration, ultimately serving the prosperity of both peoples.
