France is seeking to redefine its long-standing partnership with Morocco through the creation of a groundbreaking bilateral treaty. This accord aims to establish a robust framework for cooperation, designed to endure and adapt to the challenges of the coming decades.

French Interior Minister Sébastien Lecornu unveiled this initiative on 16 July in Rabat, following the conclusion of the 15th High-Level Franco-Moroccan meeting. He led a high-powered delegation of twelve French ministers who engaged with their Moroccan counterparts to finalize key strategic areas.

« This treaty will serve as the cornerstone of our bilateral relations, marking the first such agreement France has ever signed with a non-EU nation, » Lecornu stated during his official address, as reported by government communications.

A dedicated joint committee, comprising leading figures from both nations, is actively drafting the treaty’s provisions. The goal extends beyond mere diplomatic symbolism: it seeks to craft a unique, enduring, and forward-looking structure for the future of Morocco-France relations.

Strengthening Morocco-France ties: a new chapter

The initiative builds upon the commitments made during French President Emmanuel Macron’s State visit to Morocco in October 2024. Both governments have since prioritized the implementation of those agreements and the launch of tangible collaborative projects.

Key sectors identified for deeper integration include industry, energy, transportation, defense, security, agriculture, culture, and higher education. Enhanced mobility for entrepreneurs and students is also a focal point of the discussions.

Lecornu highlighted the robust collaboration between Moroccan and French agencies in combating terrorism, drug trafficking, human trafficking, and irregular migration. A comprehensive security pact is in development to further solidify this joint effort.

The French official also reaffirmed France’s unwavering stance on the Sahara issue, describing it as “unchangeable.” He emphasized that this position remains constant and will continue to shape France’s diplomatic engagements with Morocco.
