Togo’s diplomatic outreach reaches new heights as Foreign Minister Robert Dussey welcomed Luxembourg’s Deputy Prime Minister and Minister of Foreign Affairs, Xavier Bettel, in Lomé for a pivotal visit. The high-level meeting on July 15, 2026, culminated in the signing of three significant agreements, with Digital Transition Minister Cina Lawson in attendance.

Strengthening a long-standing partnership

This official visit marked Bettel’s second trip to Togo in just two years, following his 2024 engagement. The visit underscores the deep-rooted cooperation and mutual trust forged between Lomé and Luxembourg since their diplomatic ties were established on March 7, 1972.

To further cement these ties, both nations pledged to establish a framework for regular political consultations by finalizing a future protocol agreement.

Three transformative agreements for Togo’s future

The Lomé discussions bore tangible results with the immediate signing of three pivotal instruments designed to propel Togo’s development:

  • INCLURE Environmental Financing Protocol: A landmark initiative aimed at bolstering sustainability and ecological resilience across the country.
  • Togo-Luxembourg Indicative Cooperation Program (PIC): A structured framework to sustainably align development assistance efforts.
  • Togocyber+ Cybersecurity Program: This initiative will leverage technical expertise from LuxDev—Luxembourg’s development cooperation agency—to enhance the nation’s digital transition and cyber resilience. The program falls under the guidance of Cina Lawson.
