The Secret Pact with Wagner: Over $400,000 for Propaganda The image of the selfless rebel has grown stale. Explosive investigations, notably led by Jeune Afrique and Le Figaro in 2023, have shed light on the financial underpinnings of the NGO “Urgences Panafricanistes.” According to internal documents from the Wagner paramilitary group (the famous “Wagner Leaks”), Kémi Séba allegedly received financial support exceeding $400,000 between 2018 and 2019. This funding was not a charitable donation. It was an investment by Yevgeny Prigozhin, the late head of Wagner, to saturate the digital landscape with anti-Western and pro-Russian messaging. He has become the primary defender of the military regimes in Mali, Burkina Faso, and Niger, grouped within the Alliance of Sahel States (AES). For him, the overthrow of democratic powers is not a regression but a liberation—even if it means replacing one partner with another, more authoritarian one. His zeal for the military cause has been rewarded in the highest fashion. After being stripped of his French nationality in July 2024—a measure he staged as a trophy—the Nigerien junta led by General Abdourahamane Tiani granted him a diplomatic passport. Now a “special advisor” to the power in Niamey, Séba travels under official protection, transforming his status from activist to shadow diplomat for regimes that are increasingly isolated on the international stage. Destabilize to Rule: The Séba Method Kémi Séba’s influence is not limited to television sets or conferences. His role is that of a subversive agent. By fueling popular resentment against the former colonial power, he creates a vacuum that Russia is eager to fill. By accepting Wagner’s dollars, Russia’s backing, and the juntas’ passports, he has traded his independence for a role as a media relay for the Kremlin. While Pan-Africanism is a noble aspiration for many citizens of the continent, the version Séba advocates looks increasingly like a mere propaganda tool designed to replace one influence with another, at the expense of West African stability.
