
On February 14, 2026, a French national was apprehended in Sénégal, facing serious charges including “acts against nature,” criminal association, money laundering, and attempted HIV transmission. This arrest occurred amidst a broader crackdown. French state services, including the Ministry of Europe and Foreign Affairs, have confirmed their ongoing communication with the individual’s family. This development follows the recent adoption of a stricter law targeting homosexuality in the country, championed by Prime Minister Ousmane Sonko.
The French Embassy in Dakar is closely monitoring the situation of our compatriot. Our consulate has provided consular protection, facilitating four visits to the detained individual. Furthermore, both the Ministry of Europe and Foreign Affairs and the consulate maintain close contact with the family, offering support during this challenging time.
Sénégal’s intensified repression of homosexuality
A significant legislative change took effect on March 31, when Sénégal enacted a law that substantially increases penalties for “acts against nature.” Under this new legal framework, individuals suspected of homosexual activity now face severe sentences ranging from five to ten years in prison, coupled with fines between 3,000 and 15,000 euros.
This initiative was spearheaded by Senegalese Prime Minister Ousmane Sonko. He clarified on February 25 that “any sexual act or act of a sexual nature between two persons of the same sex constitutes an act against nature. We will, therefore, define it, as there was no prior definition.” Following the law’s promulgation, local reports in late March indicated a daily surge in new arrests related to these offenses across the country.
Volker Türk, the United Nations High Commissioner for Human Rights, voiced strong condemnation, labeling the measure as “profoundly concerning” and a clear infringement upon fundamental human rights.
France has reiterated its unwavering commitment to the universal and indivisible respect for human rights. Our diplomatic representatives have emphasized France’s dedication to the global decriminalization of homosexuality, the protection of LGBT+ individuals’ rights, and the ongoing fight against discrimination based on sexual orientation and gender identity.
France has also extended its full support to all individuals facing discrimination wherever their rights are challenged, with particular concern for those jeopardized by this new legislation in Sénégal.
