In a groundbreaking move for Benin’s political and military institutions, President Romuald Wadagni has appointed Captain Elvire Toupé as his official aide-de-camp—a first in the nation’s history. This decision not only underscores the president’s commitment to inclusivity but also places a highly skilled and decorated officer at the heart of state security operations.

Born on July 21, 1990, in Porto-Novo, Captain Toupé has built an impressive career rooted in military discipline and academic excellence. She was part of the pioneering class at the Lycée militaire des jeunes filles Général Mathieu Kérékou in Natitingou, one of Benin’s most prestigious military schools for young women.

Her military training continued at the École nationale des officiers de Toffo, where she graduated in 2014 as a section infantry leader. Though she initially pursued a career in medical imaging—holding a degree in the field—she later returned to active military service, determined to serve her country in a more direct capacity.

Promoted to captain in 2021, she now holds the distinction of being the highest-ranking female officer in Benin’s infantry forces. Her leadership and expertise have earned her widespread recognition within the armed forces and beyond.

Captain Toupé’s professional experience extends far beyond Benin’s borders. She underwent advanced military education at the Caribbean Institute for Professional Military Education in Jamaica and served as a gender military advisor for the MINUSMA peacekeeping mission between 2017 and 2018. Her bilingual proficiency in French and English has further enhanced her ability to operate effectively in diverse and high-stakes environments.

Before her latest appointment, she served in the Republican Guard since 2022, where she was responsible for security at the Cour des comptes. Her transition to the presidential staff marks a new chapter in a career defined by dedication, adaptability, and excellence.
