Benin CCI approves 2027 budget: 6.6 billion FCFA with 2.1 billion for investment
The Chamber of Commerce and Industry of Benin has approved its 2027 budget, setting the total allocation at 6.6 billion FCFA, with 2.1 billion earmarked specifically for investment. This decision, made during the second ordinary session in Cotonou on September 18, 2027, underscores a strategic shift toward fostering economic growth and supporting local businesses across all 77 municipalities of Benin.
The investment focus aims to drive formalization of small businesses, job creation, and modernization of the country’s commercial landscape. Authorities have emphasized the need for transparent execution of the investment funds and a reduction in operational costs to maximize impact.

Investment allocation targets key economic sectors
The 2.1 billion FCFA investment budget will prioritize several critical areas identified by the Chamber and government officials. These include:
- Formalization of small businesses: Streamlining registration and compliance processes to bring more enterprises into the formal economy.
- Job creation: Supporting initiatives that generate employment opportunities, particularly for youth and women entrepreneurs.
- Local economic development: Expanding services and resources to all 77 municipalities, ensuring inclusive growth across Benin’s regions.
- Modernization of commerce: Upgrading infrastructure and adopting digital tools to improve efficiency in trade and business operations.
The Chamber’s leadership has committed to leveraging its extensive territorial network and industry expertise to implement these investments effectively. President Arnauld Akakpo emphasized the CCI’s role as a bridge between public policies and the practical needs of businesses.
Government calls for transparency and accountability
Government oversight focuses on ensuring that the investment funds are used efficiently and transparently. The Minister of Internal Commerce and Economic Formalization, Alimatou Shadiya Assouman, has urged the CCI to strengthen coordination with the General Directorate of Taxes to improve the collection of Chamber contributions. This move aims to enhance the institution’s financial sustainability and reduce its reliance on external funding.
The 2027 budget reflects a broader national strategy to decentralize economic development and empower local actors. By investing in grassroots initiatives, the CCI aims to create tangible benefits for communities, from Cotonou to the most remote communes.
Next steps: Implementation and monitoring
With the budget approved, the CCI now faces the task of executing its plans over the coming year. Key priorities include:
- Pilot programs in municipalities: Testing investment models in select areas before scaling up across the country.
- Monitoring and evaluation: Establishing clear benchmarks to measure progress on formalization, job creation, and economic growth.
- Stakeholder engagement: Collaborating with local business leaders, entrepreneurs, and community groups to tailor initiatives to regional needs.
The success of this budget hinges on collaboration between the CCI, government agencies, and private sector stakeholders. If executed effectively, the 2.1 billion FCFA investment could serve as a catalyst for Benin’s economic transformation in 2027 and beyond.
