From the UN Security Council, the head of MONUSCO, James Swan, delivered a strong political message to Kinshasa on Friday. He urged all Congolese actors to agree on the modalities of an inclusive national dialogue while stressing the need to preserve civic space and fundamental freedoms, especially freedom of expression and assembly, so that every stakeholder can express themselves in a “peaceful and secure” framework.

This call carries particular weight as the constitutional debate deeply divides the country and the headquarters of CENCO in Kinshasa was recently targeted by pro-government supporters.

On the security front, the UN diplomat welcomed the establishment of a national commission to oversee security sector reform, as well as the ongoing finalization of the country’s first-ever national security policy, led by the presidency.
