The published decree (reference number 192) confirms the Assembly’s extraordinary session will commence Monday, August 10, 2026, at 10:00 AM, in strict accordance with Article 63 of the Constitution and Section 7 of the Assembly’s internal regulations. The session will focus on critical legislative proposals and oversight mechanisms.

According to the official decree, lawmakers from the 15th Legislature will deliberate on five key legislative texts:

Major legislative proposals on the agenda

• Labor Code Reform (Bill 15/2026): A comprehensive revision of employment regulations to modernize labor market standards
• Social Security Code (Bill 16/2026): Updates to social protection frameworks and benefit structures
• Critical Information Infrastructure Protection (Bill 25/2026): New regulations governing digital security and protection of national information systems
• Constitutional Amendment (Bill 33/2026): Proposed modification to Article 37 of the Constitution
• Special Credits Framework (Bill 34/2026): New legislation governing the legal framework for special budget allocations

Six parliamentary inquiry commissions to be established

The extraordinary session will also consider the establishment of six parliamentary inquiry commissions to examine highly sensitive matters:

• Irregularities in land management and maritime public domain allocations
• Suspicious state property sales to private individuals
• Government utilization of specific financial mechanisms (TRS type)
• Problems in procurement and execution of the ‘One Student, One Computer’ program (2017-present, ~48 billion FCFA)
• Revenue losses and tax exemption management practices
• Fishing license issuance and renewal procedures

Per Article 3 of the decree, the extraordinary session will conclude once all agenda items are addressed, with no possibility of modification once proceedings begin, in accordance with internal regulations.
