Morocco’s parliamentary diplomacy gains momentum under Talbi Alami’s leadership

The 11th legislative term has seen parliamentary diplomacy take center stage in Morocco’s foreign policy under the leadership of Rachid Talbi Alami, President of the Chamber of Representatives. This strategic emphasis was highlighted during the closing session of the second legislative year (2025-2026), where he underscored how diplomacy has been a cornerstone of the Chamber’s activities.

In his address, Talbi Alami emphasized that Morocco’s foreign policy is guided by a clear and rigorous political vision, particularly in its handling of the Sahara issue. He described this territorial question as the highest priority in Morocco’s parliamentary diplomacy and the key driver of its international partnerships.

UN resolution 2797: a landmark moment for Morocco

Reflecting on the July 31, 2025 adoption of UN Security Council Resolution 2797, Talbi Alami called it a turning point in the management of the Sahara dispute. He praised the resolution for reinforcing Morocco’s position by acknowledging the historical legitimacy of the Sahara region and strengthening international support for the Kingdom’s historical rights over its southern provinces.

Parliamentary backing for royal initiatives

Talbi Alami revealed how the Chamber has actively supported Morocco’s major royal initiatives on both the global and African stages. He cited two key initiatives: one aimed at fostering cooperation with African Atlantic coastal states and another dedicated to enhancing access for landlocked African nations to the Atlantic Ocean.

The Chamber has played a pivotal role in translating high-level diplomatic efforts into tangible parliamentary actions, ensuring these initiatives gain broader institutional and international traction.

The President also highlighted Morocco’s commitment to global causes such as peace, coexistence, and environmental protection. He noted that the Kingdom has hosted numerous international congresses and forums, resulting in the adoption of eleven key international parliamentary documents—including several global declarations—during the current legislative term.

Strengthening Morocco’s voice in multilateral forums

Talbi Alami stressed the need to consolidate Morocco’s achievements by deepening its engagement in multilateral parliamentary organizations. He advocated for expanding bilateral cooperation through new agreements and forums designed to foster lasting partnerships and mutual trust.

He also highlighted how international cooperation programs have become a vital tool for the Chamber of Representatives. These programs have facilitated dialogue spaces, best practice exchanges with leading parliaments, expertise sharing, and the promotion of Morocco’s democratic model.

In a notable achievement, he pointed out that the Chamber stands among the few parliaments worldwide to have developed, adopted, and published practical guides and reference documents on parliamentary action through a comparative lens.
