Spanish intelligence services have highlighted the critical role Morocco’s security apparatus plays in safeguarding the Spanish enclave of Ceuta from terrorist plots. Recent operations reveal that cross-border collaboration has repeatedly disrupted plans for large-scale attacks, preventing potential bloodshed in the city. Moroccan authorities have been instrumental in tracing illicit financial flows—particularly those linked to smuggling and drug trafficking—that often fund jihadist recruitment, primarily targeting young men from Ceuta itself.

Ceuta’s status as a strategic gateway from North Africa to Europe makes it an attractive target for international terrorist networks, particularly those aligned with extremist ideologies. The city’s security forces recently dismantled a cell operating in the heart of its urban center, underscoring the persistent threat. Authorities warn that Ceuta’s vulnerability stems not only from its geographical position but also from the evolving tactics of modern terrorism, which increasingly relies on digital platforms for recruitment, radicalization, and coordination with global affiliates.

A closer look at recent data shows just how intensive the counterterrorism effort has become. Between 2012 and mid-2026, Spanish authorities carried out 458 operations across the country, leading to the arrest of 816 individuals with suspected jihadist ties. In Ceuta alone, 19 operations resulted in 40 detentions during the same period. The first half of 2026 saw 37 operations in Spain, netting 68 suspects—numbers that reflect the relentless pressure applied by security forces on terrorist networks.

These successes are no coincidence. They are the direct result of seamless cooperation between Spanish and Moroccan intelligence, with Moroccan services playing a pivotal role in monitoring and dismantling extremist cells before they can strike. Their vigilance extends beyond physical borders, addressing the financial and digital dimensions of terrorism that threaten Ceuta’s stability.
