The government is tightening oversight of projects financed by the African Development Bank (AfDB) to accelerate their completion. Vice-President Hermann Immongault chaired a working session on Monday, June 29, 2026, with an AfDB delegation led by country representative Mamour Ousmane Ba. Planning Minister Louise Mvono and Agriculture Minister Pacôme Kossy also attended. The meeting follows recent talks in Brazzaville between the President and the AfDB president during the bank’s annual meetings, aimed at assessing project milestones and removing implementation bottlenecks.
Hermann Immongault stressed that the government will now enforce stricter monitoring of every project in the AfDB portfolio. The executive believes that borrowed resources must yield concrete benefits for the people, in line with the National Growth and Development Plan. The Vice-President emphasized transparency, performance, and adherence to deadlines, stating that every stakeholder must fully assume their responsibilities to improve public investment efficiency.
An action plan to accelerate works
During the AfDB delegation’s visit to Libreville, the government approved an action plan to speed up projects facing major delays. Two dossiers are drawing particular attention: the Integrated Drinking Water Supply and Sanitation Program for Libreville (PIAEPAL) and the Ndendé-Doussala road. On the road project, Hermann Immongault conveyed the President’s concerns over slow progress and called for corrective measures. The government also reviewed its own coordination shortcomings to strengthen ties with the financial partner.
Mamour Ousmane Ba praised Gabon’s ongoing reforms and reaffirmed the AfDB’s commitment to supporting national priorities. He presented the New African Financial Architecture for Development (NAFAD) guidelines, aimed at boosting investment efficiency across the continent. With a portfolio of major projects in water, vocational training, agriculture, and road infrastructure, the AfDB intends to continue backing Gabon’s development.
