France and Morocco strengthen strategic ties during high-level meeting

During an official visit to Rabat, French Prime Minister Sébastien Lecornu underscored the importance of deepening France-Morocco relations. The two-day engagement is set to culminate in the signing of nearly fifteen agreements, further solidifying the strategic partnership established in 2024.

Sébastien Lecornu described the high-level meeting as a “pivotal moment” in bilateral relations, emphasizing the need to “scale up” cooperation in critical areas such as security, counterterrorism, and joint initiatives in Africa. His Moroccan counterpart, Prime Minister Aziz Akhannouch, echoed this sentiment, stressing the urgency of accelerating the implementation of commitments made under the 2024 “exceptional strengthened partnership.”

Key areas of collaboration

The upcoming agreements span multiple domains, including:

  • Economic growth: Establishing a Regional Express Rail (RER) line in Rabat to enhance urban connectivity.
  • Defense and security: New partnerships in defense procurement and intelligence-sharing initiatives.
  • Cultural exchange: Strengthening ties through joint cultural projects and educational programs.
  • Migration management: Coordinated policies to address migration challenges.

Additionally, the visit is seen as a precursor to a future state visit by King Mohammed VI to France, where a “groundbreaking” friendship treaty is expected to be finalized.

Navigating challenges amid strengthened relations

The visit follows a period of stabilized ties since France’s 2024 recognition of Morocco’s sovereignty over the Sahrawi Arab Democratic Republic. However, recent reports by an international media consortium have raised concerns about the alleged use of the Pegasus spyware by Moroccan authorities. Both governments have refrained from commenting on these claims, reaffirming their commitment to advancing the strategic partnership.
