Under the leadership of Dr. Souleymane DIARRASSOUBA, Minister of Planning and Development, a pivotal national workshop convened in Abidjan to validate the study for Côte d’Ivoire’s National Territorial Planning Scheme (SNAT CI-2045). The gathering brought together key stakeholders including government institutions, prefectural officials, local authorities, technical and financial partners, public administrations, the private sector, civil society, academia, experts, and media representatives.
The validation workshop marks a decisive milestone toward adopting the country’s first comprehensive national territorial planning framework. Once implemented, the SNAT CI-2045 will serve as a national reference for guiding public and private investments, enhancing the effectiveness of government actions, and fostering balanced regional development across the nation.
This initiative aligns with the strategic vision of His Excellency Alassane Ouattara, President of the Republic, as the Government continues to strengthen its national strategic planning framework. The goal is to support Côte d’Ivoire’s economic, social, and environmental transformations through coordinated territorial planning.
Territorial planning plays a pivotal role in promoting balanced investment distribution, unlocking regional potential, and strengthening the coherence of development policies. The SNAT CI-2045 will not only define the spatial organization of long-term development but also structure the location of public and private investments while harmonizing state, local, and development actors’ efforts by assigning specific roles to each region.
« The National Development Plan 2026-2030 sets medium-term priorities and investments for national development. The SNAT CI-2045 translates these priorities into a territorial framework, ensuring long-term alignment. It will serve as the foundation for future National Development Plans. Together, these frameworks enable coherent public action across the entire territory. The proposed orientations, now under validation, are the result of a meticulous, multi-scale, participatory, and scientific consultation process. They are grounded in an in-depth national territorial diagnosis and address critical challenges such as reducing regional disparities, managing urbanization, enhancing territorial competitiveness, improving local governance, preserving natural resources, and strengthening regional integration.
The SNAT CI-2045 embodies the vision of a Côte d’Ivoire with resilient, competitive, and prosperous territories. It is built on five strategic pillars: balanced territorial development, efficient urban and rural networks, strengthened territorial governance, a high-performing, resilient, and inclusive economy, and accelerated climate transition.
Following the workshop, the draft Scheme will be submitted to the Government and subsequently to Parliament for the adoption of the law establishing the National Territorial Planning Scheme. This will mark the creation of Côte d’Ivoire’s first national territorial planning reference, guiding state action to steer investments toward areas where their impact will be most transformative and ensuring more balanced development nationwide.
