Minister of the Interior and Public Security Djibril Mama Cisse continued his security tour on Tuesday, 23 June 2026, visiting the cities of Kandi and Parakou.
Accompanied by his delegation, the minister inspected several key installations: the base of the Special Multipurpose Intervention Group (GSPI) in Kandi, the headquarters of the Alibori and Borgou departmental civil protection agencies, the Mobile Intervention Company of the Republican Police in Parakou, and the Departmental Directorate of Interior and Public Security in Parakou. This tour aims to assess ground-level realities regarding internal security in order to refine strategies and plans within the public security sector in Bénin.
“I want my presence here to be understood as my willingness to listen. I came to hear you…” the minister stated as he opened discussions with police personnel of all ranks and categories gathered at the Republican Police Special Intervention Group base in Kandi. In both Parakou and Kandi, he encouraged open dialogue so that everyone could express the challenges they face. Resolving these issues through the chain of command and government action could boost operational effectiveness and resource efficiency.
Among the concerns raised were career management, promotions, duration of postings in high-risk areas, lack of motivation, insufficient or missing hazard pay, a shortage of specialists, and inadequate human resources. Also mentioned were problems with GSM network coverage in certain localities, sabotage of communication towers, and a lack of protection at some police stations.
In response, the director general of the Republican Police, the ministry’s secretary general, and other delegation members explained ongoing efforts to address some of these issues, current reflections, and possible solutions—particularly those related to officers’ career progression.
Minister Djibril Mama Cisse, on behalf of the government and its leader, congratulated the security forces for their bravery and spirit of sacrifice, emphasising that thanks to them, the people of Bénin can go about their daily lives in peace and tranquillity. “It is thanks to you that the Republic stands strong,” he said.
“I did not come to make promises. But the challenges must be met,” he continued. Djibril Mama Cisse therefore calls on all components of the public security forces to fully commit. Resolving the issues raised will be the government’s priority to ensure Bénin remains safe and can continue its development without hindrance.
