During a plenary session held this Wednesday, June 24, 2026, at the Palais des Gouverneurs, members of the 10th legislature reviewed and passed an amendment to Law No. 2009-22 of January 3, 2014. This legislative update specifically targets the office of the Médiateur de la République, reshaping how the institution will function moving forward.

This reform marks a significant shift in state governance by eliminating the need for a separate appointment to the post of Médiateur de la République. The primary objective is to streamline the operations of various state entities and improve institutional efficiency.

Under the new legal framework, the responsibilities of this conciliation body will be automatically assumed by the first vice-president of the Conseil Économique et Social (CES). Based on the current leadership structure of the CES, this substantial responsibility now rests with Razacki Amouda Issifou.

Consequently, Razacki Amouda Issifou will manage a dual mandate, combining his duties as the first vice-president of the consultative institution with his new mission as the Médiateur de la République.

The newly designated Médiateur de la République enters this role with a background as a seasoned jurist and an impressive track record at the highest levels of the Bénin state. Razacki Amouda Issifou has been a prominent figure in national public life, having served as both vice-president and president of the Cour Constitutionnelle.

His professional journey also includes a tenure at the Assemblée Nationale, where he chaired the influential Law Commission. Furthermore, he served as the secretary general of the very first Commission Électorale Nationale Autonome (CENA) in 1996 and held the office of mayor between 2010 and 2015. His career also features several strategic leadership roles within the Ministry of Justice.

This profound expertise in administrative and constitutional mechanisms is seen as a major advantage for leading the Médiateur de la République in its new configuration.
