In a bold and unprecedented move, the President of the Republic of Benin, Mr. Romuald Wadagni, has appointed Captain Elvire Toupe as his Aide-de-Camp (ADC). This historic decision marks a turning point in the nation’s governance, underscoring a commitment to excellence and gender parity in leadership.
An exceptional trajectory shaped by discipline
Born on July 21, 1990, in Porto-Novo, Captain Toupe embodies the pinnacle of military rigor and dedication. Her journey began at the prestigious Lycée Militaire de Jeunes Filles Général Mathieu Kérékou in Natitingou, where she was among the first cohort of female military students. From an early age, she demonstrated a singular focus on service to the nation, laying the groundwork for a distinguished career.
From medical imaging to infantry command
Her academic achievements are as impressive as they are diverse. Between 2012 and 2014, she completed rigorous officer training at the École Nationale des Officiers in Toffo, earning her infantry section chief certification. Yet, her professional path also included seven years in medical imaging, a field in which she excelled. However, her true calling lay in operational command, leading her to return to the infantry—the elite branch of the Beninese Armed Forces—where she now holds the highest-ranking position among women in this specialized unit. Her steady ascent reflects unyielding dedication:
- 2012: Commissioned as a Sub-Lieutenant
- 2015: Promoted to Lieutenant
- 2021: Reached the rank of Captain
A career marked by international service
Captain Toupe’s contributions extend beyond national borders. In 2019, she graduated from the Caribbean Institute for Professional Military Education in Jamaica, further honing her strategic skills. Her expertise was put to the test under high-pressure conditions from 2017 to 2018, when she served as a Military Gender Adviser with the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA).
Fluent in both French and English, she combines intellectual curiosity with physical discipline. These qualities led her to the prestigious Garde Républicaine in 2022, where her leadership in the Security Section of the Court of Auditors ultimately secured her the confidence of the Head of State. In appointing her as ADC, President Wadagni reinforces a fundamental truth: in Benin, leadership is defined by merit, not gender.
