The newly established Committee for the Evaluation of Public Policies (CEPP) is tasked with meticulously structuring, guiding, and overseeing parliamentary assessments of public policies. Its core objective is to bolster the oversight of governmental actions and enhance the effectiveness of implemented strategies in Senegal.
The National Assembly has taken a significant stride in fortifying its parliamentary control mechanisms. On Friday, August 21, 2026, deputies convened for the inaugural session of the CEPP, marking its official launch and the election of its executive board.
This formal establishment represents a pivotal moment in Senegalese parliamentary affairs. Envisioned since the constitutional reforms of 2016, the rigorous evaluation of public policies is now fully operational within the National Assembly. The CEPP’s mandate specifically includes designing, executing, and monitoring parliamentary reviews of public policies, thereby strengthening the scrutiny of public administration and ensuring the optimal impact of government initiatives.
Committee for the evaluation of public policies: composition
The committee comprises key parliamentary figures, including the President of the National Assembly, the leaders of all parliamentary groups, the representative for non-affiliated deputies, and the presidents of the 14 standing commissions. Additionally, nine other deputies, along with their alternates, are appointed to the committee. These members are selected proportionally from the officially constituted parliamentary groups, with consideration given to proposals from non-affiliated deputies.
Following its initial meeting, the CEPP’s Bureau was formally constituted. Ousmane Sonko, who serves as the President of the National Assembly, will also preside over this crucial committee. He is joined by Mohamed Sall as the first Vice-President and Djimo Souaré as the second Vice-President. Béatrice Germaine Faye assumes the role of first Secretary, while Adama Diallo is appointed as the second Secretary.
Through the inauguration of this committee, the National Assembly aims to imbue parliamentary evaluation of public policies with tangible results, significantly enhancing its constitutional role in overseeing governmental activities and ensuring accountability in Senegal.
