The Local Development Committee (CLD) gathered in Lomé on Friday, June 5, 2026, to assess the collaborative efforts between Togo and France regarding sustainable and solidarity-based investments. This meeting served as a strategic platform to outline the primary cooperation objectives for the 2026-2028 period.

As a vital consultation body bringing together French development actors and Togolese partners, the CLD works to align international support with the national priorities of Togo, ensuring more effective coordination on the ground.

Progress in education, vocational training, and social unity

Recent years have seen substantial achievements across various sectors, including education, territorial development, entrepreneurship, and the promotion of social cohesion.

In the realm of higher education, significant milestones include the support provided to the École Polytechnique du Togo and the awarding of 95 French government scholarships to Togolese students. Furthermore, the “Études en France” initiative supported over 8,200 individuals in 2025, bolstered by the launch of new Campus France offices in both Lomé and Kara.

The network of accredited French educational institutions has also seen remarkable growth, expanding from 857 students four years ago to more than 2,500 learners today.

Impacting over 17,000 people in culture and sports

Support for creative and cultural industries has yielded impressive results, reaching over 17,000 audience members, providing training for 350 individuals, and facilitating 24 artistic residencies.

Additionally, France has played a key role in establishing the National Training Agency for Local Authorities (ANFCT), a move designed to strengthen Togo’s ongoing decentralization process.

395 million euros dedicated to vital infrastructure

The French Development Agency (AFD) has committed nearly 395 million euros toward several transformative projects across Togo.

These financial commitments have led to tangible improvements, including providing clean drinking water to over 552,000 people and extending electricity access to approximately 125,000 beneficiaries. The funding has also supported the modernization of 49 technical and vocational training centers.

Furthermore, more than 600 kilometers of rural roads have been developed or restored, directly benefiting over 500,000 agricultural producers by improving market access.

Strategic priorities for the 2026-2028 cooperation cycle

Moving forward, the partnership will focus on three primary pillars over the next three years: fostering inclusive economic growth that generates employment; improving access to essential services and infrastructure; and strengthening governance, human rights, and social stability.

Special emphasis will be placed on youth employability, the expansion of the private sector, and the promotion of entrepreneurship. Strengthening local governance dynamics also remains a top priority.

The Committee also highlighted the importance of cross-cutting issues, specifically gender equality and targeted support for the Savanes region. Through this continued dialogue, France confirms its dedication to supporting Togo in achieving inclusive and sustainable development in harmony with other financial and technical partners.
