

Deputy Thierno Alassane Sall has presented what he describes as irrefutable evidence of government misconduct, pointing directly to a confidential document dated August 26, 2024. Signed by the then-Minister of Energy, Birame Souleye Diop, this note, according to the president of the République des Valeurs party, exposes a profound systemic failure at the highest levels of the Senegalese state.
In a statement disseminated across his social media platforms, Thierno Alassane Sall asserted that this confidential communication definitively proves a “state lie.” He contends that Prime Minister Ousmane Sonko was made aware of significant irregularities concerning the administration of the Senegalese Rural Electrification Agency (ASER) at an early stage.
The parliamentarian’s communiqué further declared that “Ousmane Sonko’s responsibility is now overwhelming.” He explained that the document, which has been circulating for several days, confirms that the Prime Minister received information as early as August 2024 regarding the alleged misappropriation of a startup advance. A portion of these funds, according to the former minister, was reportedly used to cover bonuses for SONAC personnel.
Thierno Alassane Sall also criticized the government’s reaction to the warnings raised in this matter, particularly before financial partners and regulatory bodies intervened. He questioned, “Not only did Prime Minister Sonko disregard this alert, but he also orchestrated an omerta by proclaiming ‘zero ASER scandal.’ Who was he trying to shield?”
Furthermore, the deputy highlighted that the leak of this correspondence “reinforces the qualification of criminal association, as targeted by the Financial Judicial Pool.” He concluded by stating that “this affair represents a crucial test for the judiciary and for the ‘Jub Jubal Jubbanti’ commitment so widely proclaimed by the executive.”
