Transformative water security initiative backed by Morocco and European partners

A landmark financial package worth 348 million euros (3.7 billion Moroccan dirhams) has been unveiled to bolster Morocco’s National Water Policy. The initiative, jointly launched by the Ministry of Equipment and Water alongside European Union representatives, Germany, France, and Italy, marks a significant step in collaborative water resource management.

Under the “Team Europe” framework, this pioneering program pools 48 million euros in EU grants with three concessionary loans of 100 million euros each. Leading the financial mobilization are the French Development Agency (AFD), Italy’s Cassa Depositi e Prestiti (CDP), and Germany’s development bank KfW. These institutions will channel resources into four strategic areas:

  • Enhanced hydrological data: Strengthening understanding of water resources amid climate change pressures
  • Extreme weather resilience: Bolstering systems to mitigate droughts and floods
  • Water quality protection: Preserving freshwater ecosystems and biodiversity
  • Groundwater conservation: Safeguarding subterranean water reserves for sustainable use

This collaborative effort aligns with the Morocco-EU Green Partnership, established in October 2022, and the Mediterranean Pact adopted in November 2025. Both agreements position climate resilience and water governance as shared priorities for the region.

The funding injection complements Morocco’s ongoing water initiatives, including its National Water Plan and the 2020-2027 National Program for Drinking Water Supply and Irrigation (PNAEPI), reinforcing the country’s commitment to long-term water security.
